After a follow-up, I just received a nice e-mail from John Dehnel, Chief Engineer at KUTR Taylorsville UT. He confirmed my October 16 (October 17 UTC) 2007 reception of the station. KUTR was heard with a good signal for a little while that morning, and also on at least one other occasion during KONG17. According to Mr. Dehnel, KUTR operates with only 2500 watts during nighttime. First QSL to hit my various mailboxes in 2008! Thank you, Mr. Dehnel!
